When teenagers become sexually active, it brings to their lives a whole host of new complications and confusions.While most high school students think of the emotional, social, and physical consequences of sex, few consider the legal gray area they might be entering.Fortunately, lawmakers in New York took teenage relationships into account.In New York State, a person who is under age 16 but older than 13 years old can consent to sex with a person who is no more than 4 years older; the crime of the 3rd degree rape only happens when a person over the age of 21 has sex with a person who is under seventeen years old or younger and that person can or may be punished with up to 4 years in prison.On March 1998, five Deaf women from Rochester, New York, participated in a week-long intensive training program that was provided by Abused Deaf Women’s Advocacy Services (ADWAS), the first internationally known Deaf-run domestic violence and sexual assault agency, in Seattle, Washington. One was from the Department of Justice’s Office on Violence Against Women (OVW), under the Cultural & Linguistic Grant program. The other grant was from the Americans Recovery and Reinvestment Act (ARRA), part of the stimulus package, and was awarded to ASADV by the NYS Department of Criminal Justice Services (DCJS).
